Job Description
Purpose of Position
The Program Supervisor assists the Director of Parks, Recreation & Forestry in the planning, organization, development, and budgeting of department programs. The Program Supervisor performs a variety of administrative, supervisory, and technical work in the administration of recreation programming, operations, recreation facility scheduling, park facility reservations, special events, and related functions.

Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.

  • Assists with planning, coordinating, and implementing recreation department programs, activities, and special events.
  • Assists in preparation of the overall department budget, including actual forming of budget. Monitor expenses for supplies, officials, and equipment for programs.
  • Supervises work of seasonal recreation department staff, youth dance instructors, senior activities coordinator, and other youth/adult employees.
  • Responsible for contracting program instructions and officials.
  • Serve as department liaison for civic organizations and school district activities to coordinate use of Village facilities and fields.
  • Responsible for creating and posting overall department information and forms to the Village website.
  • Assists with posts to Facebook page and promote department.
  • Prepares, publicizes, and receives seasonal part-time job applications.
  • Responsible for evaluation of recreation instructor and program instructor applications, interviews, and hiring.
  • Responsible for new employee paperwork completion, reimbursement of work permits, and completion of payroll change forms.
  • Responsible for bi-weekly payroll submittals, which include calculating seasonal staff timecards.
  • Maintains required payroll records, monitors seasonal staff hours and wages paid.
  • Responsible for layout, production, and distribution of department’s program book.
  • Reserves facilities, athletic fields, and buses for programs that the department offers.
  • Responsible for park shelter reservations, sending and receiving rental agreement forms, and producing reservation detail reports and signs.
  • Receives and enters registrations for recreation department programs and activities.
  • Prepares reports including player lists and revenue detail.
  • Prepares revenue deposit reports for the department.
  • Responsible for preparing schedules for Village youth & adult recreational leagues. Assist youth organizations with program schedules.
  • Solicits sponsors for youth program shirts, reviews printer quotes, prepares detailed order, examines delivered order, and distributes shirts to programs.
  • Responsible for preparing and submitting department bills for payment, including tabulating pay for program officials and scorers.
  • Compiles running account of expenditures by department and keeps vendor files for billing reference.
  • Cooperates in promoting and organizing community festivals (i.e. Cheese Fest), celebrations, and special events involving the department.
  • Ability to listen, respond, and resolve citizen requests and complaints concerning programming, facilities, fields, staff, department policies, and procedures.Assists the Public Works Department as needed (answer questions to the public, sell yard waste site access cards, sell disposal stickers).
Education, Experience, and Skills
  • A degree in Recreation or related field with at least two years of community recreation supervisory experience (3-5 years preferred), or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Basic math skills, strong interpersonal communication skills, and ability to use Microsoft programs.
  • Regular attendance and punctuality required.
Special Requirements
  • Valid state driver’s license or ability to obtain one.
Knowledge Skills and Abilities
  • Substantial computer knowledge in software packages related to registration, sports scheduling, recreation programs/activities, and website updating.
  • Knowledge of department programs and procedures; knowledge of office practices and procedures; knowledge of budget practices; working knowledge of the principals and practices of work organization and supervision.
  • Ability to coordinate, analyze, and utilize a variety of reports and records.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to undertake a variety of tasks daily.
  • Ability to establish and maintain effective working relationships with employees, supervisors, and the public.
  • Ability to exercise good judgment, be dependable, and enthusiastic.
  • Ability and willingness to work evenings and weekends.
Tools and Equipment Used
  • Ability to use computer and standard office equipment including a variety of software (registration software, Microsoft 365, internet), calculator, photocopier, fax machine, telephone, laminator, answering machine, and mobile radio.

  • The usual climate will be constant, indoors with controlled temperatures and moderate noise level. Occasional work outdoors will expose the employee to outside weather conditions such as extreme cold, extreme heat, wet, or humid conditions, and toxic or caustic chemicals. The employee may occasionally be required to negotiate semi-rough or rough terrain.

Salary/Salary Range

$66,206 - $71,905 (Steps 1-4 on an 11-point scale) depending on qualifications with the opportunity for annual step increases and COLA adjustments
