Building and Grounds Operations Manager City of Oshkosh
Job Description
The City of Oshkosh is seeking a Building and Grounds Operation Manager to plan, direct, and supervise daily operations for municipal buildings and public spaces. This role ensures City facilities and grounds are safe, functional, well-maintained, and service-ready through strong operational leadership, customer-focused responsiveness, and effective coordination with internal teams and external vendors.This position will oversee facility maintenance and repair, parks and grounds maintenance, landscaping, forestry-related operations, snow and ice control, and custodial services. The position exercises independent judgment, solves complex operational issues, and works with minimal supervision while meeting service-level expectations.
Key Responsibilities
- Division Operations Management
- Manage day-to-day maintenance, repairs, custodial, and grounds/landscape operations across City-owned facilities and grounds.
- Assign work, set expectations, and ensure quality, safety, and timely completion of work.
- Respond to resident/customer concerns, internal service requests, and urgent/emergency facility issues.
- Division Administration and Planning
- Track and manage operational data and reporting, including daily costs, equipment/fleet repair activity, and maintenance schedules.
- Purchase and manage inventory of materials and supplies needed for facilities, custodial, landscaping, forestry, and construction-related work.
- Support the Capital Improvement Program (CIP) by developing lifecycle, condition, and replacement recommendations for vehicles/equipment and supporting documentation.
- Personnel Management
- Support recruitment, onboarding, training, performance management, and employee development.o
- Participate in hiring processes including screening, interviews, selection recommendations, and initial training coordination.
- Recommend and implement corrective action/discipline consistent with City policy, applicable labor agreements, and progressive discipline practices.
- Emergency Responsibilities
- All City employees have emergency response responsibilities. This position may be recalled around the clock for emergency operations (including severe weather), may work irregular hours, and may be assigned duties outside normal responsibilities when needed.
Qualifications
- Associate’s Degree in Facilities Management, Building Construction Management or a related field; Bachelor’s Degree is preferred.
- At least five (5) years of progressively responsible experience in facilities maintenance operations.
- At least two (2) years of supervisory experience in municipal or Department of Public Works operations.
- Possess and maintain a valid driver’s license.
Salary/Salary Range Pay ranges from $88,899.20 to $101,587.20, depending on qualifications
